CHICAGO -- It's a blustery Tuesday lunch hour in the Windy City and the usual throngs of businesspeople and early-season tourists are streaming onto the sidewalks of Michigan Avenue's Magnificent Mile. Cars choke the roadway and foot traffic is almost as thick.

But just around the corner on Oak Street, which runs west from Michigan, pedestrian traffic is a trickle. Indeed, although their windows shout prosperity, stores here are practically empty -- and their merchants say that suits them just fine.
