IN the 15 years since Lynette White's murder, it might seem that the community of Cardiff Bay, Butetown or Tiger Bay, call it what you will, has changed beyond recognition.

It is true, millions of pounds of investment has transformed the skyline, with a luxury hotel and retail and residential buildings replacing the loading cranes and derelict warehouses of what was once one of the world's most important ports.
