The Black woman diplomat who "undertook the largest minority recruitment blitz in State Department history" is leaving to join the faculty of Howard University in Washington.
Ambassador Ruth Davis, the first Black woman to serve as Director General of the Foreign Service and Director of Human Resources, will be assigned to Howard University for the next year as Advisor for International Affairs. She will return to the State Department afterwards.
