Just over two weeks into its mission in the Democratic Republic of Congo, a French-led peacekeeping force has not managed to disarm rebel militias, much less find any lasting solution for the unrest that has roiled the mineral-rich country since its independence.

But the mission has managed to cobble a tenuous quiet in the eastern town of Bunia -- even as it offers the latest signal of a French sea change toward Africa.
