Minority Ownership Issue Holds Up Cleveland System

A minority ownership issue, in part, is holding up approval of North Coast Cable's newbuild to 70,000 households in Cleveland.

North Coast is still awaiting the City Council's approval of a certificate of completion, following three months of talks that have resulted in modifications in its franchise agreement that city cable administrators have recommended the council approve.

That approval had been held up by a new city administration and concern by some council members about a minority ownership issue, sources say.
