A $148 million initiative to expand and modernize Denver Health Medical Center was winning in early returns by nearly a 2-1 ratio.

Measure 1A backers touted the plan as a bargain, even though it would cost a typical homeowner $33 a year.

The plan would add 100 beds and 74,000 square feet to the outpatient area. Neonatal and operating room space would also be expanded.
