City Council President Alex Padilla on Friday added his voice to the growing criticism of Mayor James Hahn's proposed budget, saying the mayor is not fully considering the possibility of sharp deficits in future years.

The council has been increasingly critical of Hahn's proposed 2003-04 budget because of the possibility that it could lead to deficits of $280 million in future years. Chief Legislative Analyst Ron Deaton has said there is a ``structural deficit'' built into the budget that has to be addressed for the city's long-term ...
