May 1--In a modest rowhouse in working-class South Camden, home to Elaine Curtis and three generations of her family, a day of reckoning has arrived: Twelve years of back taxes are due.

And Jim Florio has come to collect.

Just as he did when he was New Jersey's governor, Florio has returned to Camden with a plan to rescue the drowning city -- this time for profit.

His collection company, Xspand, has a three-year, no-bid contract to go after delinquents such as ...
