With the hard task of reconstructing Iraq almost at hand, the Bush administration should study the way a legendary "old soldier" - the late Gen. Douglas MacArthur - transformed conquered Japan into a thriving democracy after World War II.

MacArthur, a hero general of the Allied victory over Japan, had been designated supreme commander for the Allied Powers, charged with rebuilding a bombed-out nation, dismantling its war machine, providing it with a constitution and improving the lot of its beleaguered citizens.
