Tobias Michael Carel Asser

Tobias Michael Carel Asser , 1838-1913, Dutch jurist. He was a delegate to many international conferences, including the Hague Conference of 1899, and he wrote on international law. A proponent of international arbitration, he shared the 1911 Nobel Peace Prize with Alfred Fried.
